I don't think Mylyn 3.1 had been released, are you on a bleeding edge?
Can you please attach your Eclipse configuration details from Help /
About Eclipse SDK / Configuration Details.
You can also try to unselect "Maven issue tracking configurator for
Mylyn 3.x (optional)" feature in update manager UI and may have to
uninstall previously installed version of that feature too.
