Actually looking at the network it's seems that it is just ignoring
eclipses' proxy settings, and trying to contact issues.sonatype.org
which is just failing abysmally.
 
Which is interesting as I though the JIRA was still at codehaus?

                It still seems like there might be a bug here, the
import job should have completed.
                
                If you have the time could you submit a problem report?
                
                You can do this by selecting "Help/Report Maven
Problem..." in Eclipse.
