We're in the process of migrating the bugs to issues.sonatype.org
right now, and it is taking longer than we anticipated.
You can file a new issue on codehaus. I will make sure any issues
filed there during this interim period are migrated to the new JIRA
after the process is complete.
The M2ECLIPSE project shows up as "Maven Integration for Eclipse" on
the drop down.

Yes, unfortunately there is unfortunately a known issue with this
feature and proxy servers.
