admin*jim is root in sitegroup jim. This person can do anything,
anywhere and resources that are created are of sitegroup jim.

jim+jim is administrator in sitegroup jim. This person can do anyhing
admin*jim can except create host records, or change name, prefix and
port of existing host records. Except that, they will have exactly the
same priviliges in that sitegroup.
