Yes, you see all resources at that point because you are the root user.
If you'd later come back as a sitegroup admin to add more users to the
group, you would only see the users that are really in the same
sitegroup. Only root can see across sitegroup boundaries.

It is perfectly okay to have the same username in multiple sitegroups.
There is no function that creates the user in all sitegroups at once, so
you will have to do the creation one by one.
