No, it isn't. It's provided cause there was some bug fixes since 1.4, 
and IMHO the PHP3 midgard package can be used in a production 
environment (Emile, confirmation ?).

The data package still needs some work, though you can download an SQL 
test file from the CVS (http://cvs.midgard-project.org/cvs-web.pl, the 
file is /midgard/php4-module/test-db.tar.gz)

Well in that case, you're welcome to intall the SQL file and test it 
with midgard-php4 ;)
