There is a more recent (PHP4 compatible at least) in the cvs under 
midgard/php4-module/test-db.tar.gz

However, this is a destructive SQL file, I mean it will drop all the 
tables in your database.

You can export your current sitegroup (make a backup before anything, of 
course), install test-db.sql and import your sitegroup back.

This is probably not an easy operation though...
