I'm not sure I understand what you mean.  You can create a style
in Midgard that includes the stuff you mention (header, footer,
etc.)... in fact, that's largely what Midgard is about.  Then 
you can set up an interface for the content that you say is 
to be edited regularly.

If this doesn't work for you, then it sounds like the real problem
is that your users want to edit in one set of tools (probably
with some non-text interface) and don't want to take the extra 
step of transferring it to Midgard.  

Is this correct?
