I have the same problems and more. It seems that unless a user is a
sitegroup administrator, they can not create categories/topics. Even when
they belong to a group that has View Group, View Website, and View Styles.
It seems the restrictions aren't set up quite right? Maybe I'm missing
something here? BTW, I'm using nadmin M2.
