Actually the code used to use CVS originally -  it was moved to rcs when we were 
dealing with storing the data in a tree like structure and found that cvs did not 
support renaming directories/file very well..

since everything is now stored as GUID that problem has been removed.

If you file it as a bug/feature request at http://www.hklc.com/bugs I'll probably play 
with some time next month..(another config option)
