There's a table called 'blobs' in the database that holds
meta-information on the attachments. ptable+pid (parent table, parent
id) describe the object the attachment is a child of. location is the
filepath (relative to the midgardblobdir directive in your apache
config) of the physical file.
1. The ptable+pid should make sense (when coupled with the rest of the
data in the table)
2. the filename must exist and have the correct content

So the existing blobs (as from the dbinstall) are broken now, or blobs
in SG0 that are newly introduced by the import?

Alright, so we've apologized. Where you really didn't need to. I was
just trying to outline the reason why the support queue has been
gradually growing, and that we're all doing our best to get back up to
speed. Let's consider the issue (in general) cleared and move back to
troubleshooting.
But thanks anyway, of course. I'm not very good at taking compliments,
so imagine an embarassed grumph here :)
