You need RCS installed, checking it precense should be easy by running
the command: rcs -V, the NAdmin implementation should check that you
have adequate permissions to the directory that holds the RCS data.
Note: if you're running php in safe mode then the NAdmin implementation
(or mine for that matter) won't work, there are some things to be done
(I have not yet tried to implement RCS in safe mode, but if I someday
have extra time I'll try to do it and document the proceedings).
