Possible yes, but it'll cost you a bit of effort. Since you will have to
install things in apache-owned directories, you will most likely have to
install a private copy of apache. And if you're not running that as
root, only ports > 1024 (not the standard 80) will be available to you.

You will need to install apache and all the libs midgard depends on
(expat, glib, iconv) if they're not in the standard install of your ISP.
You'll also need to run this private copy of apache. Most ISPs I know do
not allow users to run services from their account.

Understood. But it's not going to be particularly easy doing this
without cooperation from your ISP.
