So it's a bug then. I will try to check it out in the first half of January... Any hints on where the bug might hide are welcome. In the meantime I will do it this way: Create an attachment as root/SG0 in the affected page. Then relog as admin of the new sitegroup, and look at the attachments (since there is one now, I see the attachments icon in the page tree view).
