I see... libmidgard5 and libmidgard5-dev indeed it should be separated. But or deb-make either dpkg-buildpackage do not work for me when [L] option is checked . I have CVS 20020226 , and with these all works fine. BTW , I made only local packages , and nothing is better. All site works fine , except admin and asgard site. type=0 for all their pages in cache table.
