First of all, thanks to all for being so quick to offer help. It is much appreciated. Armand currently is our tech contact, and that has worked out well so far. That isn't to say others couldn't, of course. Not my decision to make anyway, but personally I see no reason to change. My suggestion: Whoever handles DNS and such stays is tech contact. This is Armand now. Whoever picks up the tab is the billing contact. Could be me, could be Phillip by generous offer. I don't mind either way. I don't know what the role of the admin contact is, so I can't really say anything about this.
