Hmm, that is a strange one, it should work.

use php_info()  to determine _where_ your server is
actually looking

for the php.ini file.

phpinfo() does say

Configuration File (php.ini) Path     /etc/php.ini

which is indeed the file I've edited
sounds extremely odd. are you sure you restarted apache after editing php.ini and httpd.conf? It sometimes takes a full stop and start rather than a restart or graceful.

At any rate, you could take the issue to the php-general mailing list if this doesn't seem to help. Probably the archives of php-general will have more hints on the problem.
