I understand. I still think it might be a good idea to at least add plugins into the dependency JAR. Perhaps it could be distributed as a different file, for example with a name like nutch-1.5-including-plugins.

Not without a major change to the way plugins are loaded I expect but this
would be a nice thing to do. Contributions and patches are welcome as usual.

The standard way of using Nutch is to build it from source or use the
binary release. Note that we do not use Maven for building Nutch but
ANT+Ivy. There is a JIRA issue for building with ANT+Maven.

The purpose of publishing the Nutch artefacts with Maven is that you can
for instance read the Nutch datastructures  in an external project (e.g.
Behemoth).
