This is what the WorkEffort stuff is meant for, including time sheets, billing, 
etc.

Of course, for ANYTHING where you have very specific and inflexible business 
requirements and processes you're just not going to find something that is 
exactly everything you need. What you're describing can certainly be done with 
OFBiz (as with your other questions), but some customization is definitely 
required to automate what you're describing (unless you want to manage it 
manually).
