I use quick ship all the time.  I'm betting there is a setup problem.

Hi Case

Quick Ship should almost always work (I think it even works if an item is
out of stock).  If possible could you try to recreate the problem on a
default install with seed and demo data loaded?  If so please provide the
steps to reproduce so we can take a look.
