Phillip, in Quick Checkout screen, you have to follow the instructions and sequence:
1) Where shall we ship it? Here you have to choose an address, if the user donot have and address, use "New Address" link and create one. 2) How shall we ship it? After you choose the address, you will see the prices for every shipment method. You have to choose a shipment method here. 3) How shall you pay? You have to choose a payment method. Then use "Continue to Final Order Review" Hope that helps.
