Reserve Inventory for Approved Order

I'm sure this is a simple thing, but I'm at a complete loss.  I  
created the order and approved it, but every time I try to start the  
pick/pack/ship process, I can't seem to get things to work.  Nothing  
is showing up as needing to be picked, and using the quick ship links  
on the view order screen isn't working either.  The only thing that  
seems to point to the problem is an error I get on the pack order  
screen that says "No inventory reservations available; cannot pack  
this item! [101]".  Seems simple enough, so I go looking for a way to  
reserve inventory for an order, and I can't find anything.  I've been  
through the order and facility managers, and also went through the  
manager reference PDFs for both, but I can't find anything.  What am I  
doing wrong?
