I think you need the complete url (including host name) for the image as it is rendered inside the mail client. Try removing the <@ofbizContentUrl> and give the absolute path to the logo image.

If you simply insert the HTML for the logo into OrderNoticeEmail.ftl you should 
be fine - line 31 has a comment right where you should insert it.

You would simply change the template to include your logo.  Often
times it could be as easy as changing the store setting, but if that
works for the PDF and not for the email, then you likely need to
change it in the template.
