Most work management stuff in OFBiz is in the Work Effort and Project Manager 
applications (basic stuff in the workeffort component).

While just a guess, I think that'll be more useful than a "workflow engine" 
type of thing. The easiest way to use it is probably to setup a template 
project for each process you want to track, and then clone it each time you 
actually want to track doing that thing.
