seems that they use to be shown and as Sameer shows that is the
intuitive expectation.
the other alternative is to shift them to created category with a
message they must select/create a category for the catalog to show.

Catalogs/Categories" .
I have added an existing category in this catalog then its listed under "Browse
Catalogs/Categories" .
There is an check in CatalogTree.groovy for this, that prevent empty catalog
listing.
