Hi, 1) in catalog, you can set single products to "Charge Shipping" = N, so your default shipping rules will not apply and the product is shipped for free.
2) you may create a Shipment Cost Estimate with rules that calculate 0 shipping
cost if e.g. the cart total exceeds a certain amount.
