For shipping promotions it's not quite clear.
The 1st (very old) version had been commented out about 5 or 6 years ago because it has some issues.
Then it seems to me that someone fixed it (2 years ago?) but I did not find
where and when, so yes I think it does not work

Yes, this is how we do it. You can set up the shipping estimates to make
shipping free based on a quantity breaks. Although, promotions have free
shipping action, I don't think it works.
