I just tried by adding 
<#assign orderHeaders = delegator.findList("OrderHeader", null, null, null, 
null, false)/>
orderHeaders=========${orderHeaders}

to OrderSalesReps.ftl in trunk locally, works perfectly

Which release.revision are you using?
