Production Run "Fail If Items Are Not Available" in "Materials Required By Running Task" section not working

When the "Fail If Items Are Not Available" options are set to "No" and 
the "Materials Required By The Running Task" form is submitted, the same 
thing that happens when the value is set to "Yes" occurs. Is the "No" 
option supposed to allow issuances to occur even if the materials do not 
exist anywhere in inventory?  What is the purpose of that field?
