Indeed, the 'No' option is to ensure that issuance does not fail when
criteria aren't met.

This functionality has been modified in the last year. Prior to the
modification you could have an inventory of 0 (or even negative) for the
component (in the facility where you do your manufacturing) needed in the
production run, so that you could still continue with the tasks in the
production run.

Which, in a way was making sense as following scenario will explain.
Suppose you have the components for the production in stock (physically),
but they haven't been registered due to staff shortage. You know that the
goods are intended for your production run and they are handed to you (as
the manufacturing manager) by the warehouse clerk.
So while you can physically manufacture the product with the components
that you have, you would like to complete the admin process as soon as
possible. And you would be able to. The only downside was that the
inventory of the component could go to negative.

With the modification this got more restrictive. Now you must have the
quantities of the components needed in your inventory before you can do an
issuance to a task in a production run. Not failing is not an option
anymore.
