Having an opinion is good. But making strategic decisions, that affect all readers of all the mailing lists, based on the gut feeling of one or a few is hardly consensus building.
Measuring the interest of the community in general and regarding OFBiz applications is a good thing. Reporting on these interests is even better... Is the PMC capable and willing to report regularly (monthly/quarterly), let's say a top 10 of trending themes from the mailing lists (per mailing list)? This will surely help in gaining consensus about the liveliness of components.
