One time fee adjustments possible?

Does OFBiz support one-time fee adjustments being invoiced without 
splitting the amount for each of the shipments through prorating? Users 
need the ability to add one-time fees and be invoiced only once for the 
total amount for only one of the shipments of an order item?  Product 
Stores allow for prorating to be deactivated for shipping and tax 
adjustments but I haven't found an option for controlling other 
adjustments yet.  But it seems better to have a prorate flag for the 
OrderAdjustment entity which can be chosen when adding to the cart.  Is 
this worthy of a JIRA?
