Also, there seems to be no way to manually add an adjustment for an

Product Stores allow for prorating to be deactivated for shipping and
tax adjustments but I haven't found an option for controlling other
adjustments yet. But it seems better to have a prorate flag for the
OrderAdjustment entity which can be chosen when adding to the cart.
Is this worthy of a JIRA?
