Have you tried setting the list price to zero? Alternatively, if you want to maintain a value in list price then use two price rule actions: 1. Percentage of list price: -100 2. Percentage of average cost: 130
That should set the first modifier to effectively zero the starting price, and then can add your average cost modifier.
