Did you change CATALINA_BASE in oozie-env.sh? From what you said, it looks like its set to "/var/lib/tomcat6/"; it's normally something like "/usr/lib/oozie/oozie-server-0.20" or "/usr/lib/oozie/oozie-server". Can you post all of the output from running 'oozie-setup.sh prepare-war'? I think something is wrong with how your env is set up, and that will give me a better idea.
