Sure, a web server and PHP can be perfectly in the same pc that OM. Apache web server and PHP are completly independients of OpenMeetings. Simply install also PhpMyAdmin and go to:
http://localhost/phpmyadmin ...login and there youll find all the databases have MySQL or MariaDB. Clic on the OpenMeetings database and navigate through it. So you need install, if not: Apache webserver (port 80), PHP and PhpMyAdmin. Tomcat it has nothing to do with webserver. Personally i use PhpMyAdmin to build and manage the database. In this url have a howto install Apache, PHP and PhpMyAdmin. The part relative to mysql can forget: http://www.walmik.com/2013/04/install-apache-mysql-php-and-phpmyadmin-on-ubuntu-13-04-raring-ringtail/ Ubuntu 13.04 or 14.04 is the same for it.
