I actually tired that and and used a fake email address to generate the invite.  When the user was presented with the link, it still required them to enter a First name and Last name.  While they could put anything in there, it would be impossible to tell which user was using that link.

I will submit a Jira to see about getting that addition settings added.

Fully anonimous room is possible: create invitation without a name and use it :)

    Since I am assuming this is a global setting there will be no way to
    customize it on a per room basis, so if a conference require anonymity
    then you would have to direct them to a different instance of OM
    running
    with those settings which would be fine.
