No, that's not implied at all. The reason for the confusion is mainly
the term "Enterprise 6", which does not exist. Let's instead observe a
bit more closer which distributions are effected here:

RHEL 6 will keep working with ownCloud 8.0, although it will require PHP
5.4 from RHSCL
(https://access.redhat.com/documentation/en-US/Red_Hat_Software_Collections/),
available to RHEL subscribers.

Users of RHEL 6 _clones_ such as SL 6 or CentOS 6 without access to
RHSCL can retrieve PHP 5.4 packages from 3rd party repositories such as
https://webtatic.com/packages/php54/.

Furthermore, Ubuntu 12.04 is affected and Canonical does not seem to
provide supported upgrades. The solution is to either upgrade to 14.04
LTS or to install 5.4 from a PPA. The Drupal Community has already
transitioned through this, and has documented the process:

The reasons for this step have already been outlined by Lukas.
