Not at all. Meta data does not belong in a document. Most formats are unable
to store such data anyway.
I guess where it "belongs" is also a matter of taste... I would also like to see pretty much everything in a DB, but my point was that for formats that support it (such as EXIF tags in photos for your example) it's nice to embed it so if you transport the file, the metadata is not lost, regardless of method of transport. Have a single interface to create/maintain it both places would be the practical obstacle. [DigiKam is fabulous for photo management, via tagging & otherwise, btw....]
