I'm not sure its even that.
perhaps the 'does not follow' as an out of the box config, but many
sites discussion ownCloud recommend adding
Option +FollowSymlinks
to the config.
It's an Apache thing!
I mentioned this in my original post.
My problem is not with following symlinks. It follows symlinks.
The problem is permissions.
