As far as I can tell by a quick look at the code, it tries to contact www.owncloud.org (https://github.com/owncloud/core/blob/d1f0ff372e8c05ced760d4e21060e8d8db9c1963/settings/controller/checksetupcontroller.php#L77-L84).
Maybe some php restrictions are in effect which prevent this from succeeding?
