I'm adding a very small (few hundred bytes, maybe sometimes a couple
of kilobytes) file from a client on ADSL to an internet server and
want to know approximately how quickly I would be likely to see it on
another ADSL connected client.

If you add a file to synced directory, the client is notified by a kernel filesystem watcher and starts to process the new file two seconds later. Depending on the size of your local repository, the upload will start little later.

The second client checks the server for changes regularly every 30 seconds. That means that it becomes aware of the change within that timespan and will start downloading, again, after processing the repos.

Would it be a fraction of a second, several seconds, or what?
So "several seconds" sounds like a good description.
