A couple of thoughts: There is the ownCloud version app that tracks which user uploaded a new version of a document and when. That could possibly fulfill your needs.

Also, ownCloud has the online editing app for libre office files, however I don't know in what state that is.

My personal opinion is that if it is really important to track changes properly, there is no way around text files and svn or better git.

What should we do?
If ownCloud becomes an important part of the companies infrastructure please also consider purchasing a subscription from ownCloud Inc. which gives you proper support.
