How can we use the reference of the template excel sheet?
Do we have a problem if the same excel is accessed by two users?

I had this problem several times. too.
I solved it by using a template excel sheet which had been created by
Excel and then was being read in by POI using POIFS. I modified this
sheet and wrote it back to the disk. It could be opened without
problems.
So just create an empty or almost empty sheet in excel and use this
sheet as your basis to work on.
