Sorry, mistake there, I just checked with Excel. You would be able to do this using XSSF and creating an OOXML based workbook - an .xlsx. HSSF does not offer the level of control over protection you require.
If you know in advance of building the workbook which row you wish to protect in this manner then create a template file using Excel. Set the protection exactly as you want it and then save the file. Open it with HSSF and populate with data.
