Storm 'client only' package?

In my setup we have a Jenkins job running deployments of Storm topologies
to our clusters. I'd like to have that Jenkins cluster use a 'client only'
deployment of Storm in order to drive the submits, kills, etc. to the
clusters. I've not found one, does one exist for the 1.0.x and/or 1.1.x
releases?
