Is this intended to be a release of Apache Storm or are you intending to
execute this release in the old project?  If you intend this to be an
Apache release, there is a whole new process that MUST be followed.  If
not, then the entire release needs to be executed outside of Apache
infrastructure.

Regardless, we should start having discussions about the Apache release
process for Storm and what steps the project needs to take to be able to
push out the first Apache Storm release.
