In order for this to work, your "from" machine is going to have to create a cookie that looks like it came from the "to" machine so that the cookie value will be included on the subsequent request. Lots of people will configure their browser security policies to reject such third party cookies ... to say nothing of how many people just disable cookies on general principle, and would even reject "first party" cookies that returned information to the same host.
