struts and intelli j

Hey,
 
I'm having trouble getting Intelli j to find my struts jar. I've the jar
to the project class path but 
<!DOCTYPE struts-config PUBLIC
    "-//Apache Software Foundation//DTD Struts Configuration 1.1//EN"
    "http://struts.apache.org/dtds/struts-config_1_1.dtd";>
 
its not finding the http://struts.ap <http://struts.ap/> ... resource
 
I'm getting the URI is not registered
 
Any ideas why this is?
