I just bought and am reading James Holmes' book, "Struts: The Complete Reference" (Osborne 2004), which covers 1.2. I just learned from one of Ted Husted's posts that 1.3 is almost ready to be released. Am I wasting my time and should be studying other literature?
No. Most of the major changes in 1.3 are 'behind the scenes' and will not affect the way you configure and use the framework.
You're welcome to start working with 1.3.0-dev immediately-- one way to do that is to download nightly build files from: http://svn.apache.org/builds/struts/maven/ .
Or, you can build it locally with Maven. http://wiki.apache.org/struts/StrutsMaintenanceMaven (If you tried before and it didn't work, try it again as several fixes to the build files went in recently.)
